Roofing Guide
Do I need a permit
to replace my roof?
Short answer: yes. Here is the county-by-county guide for roof permits in the Central Valley. Costs, timelines, and what happens if you skip one.

California law on roof permits
California Building Code requires a permit for most roof work. This includes full tear-off replacements and many repairs.
The permit process ensures three things:
- Your roof meets structural code.
- It meets fire safety rules.
- It meets Title 24 energy standards.
Skipping the permit is illegal. It can also cost you far more later.

- Title 24: Required. Cool roof materials are mandatory for most jobs.

What happens if you skip the permit?
The risks are real:
- Fines. Expect double or triple the permit fee.
- Forced removal. The county can make you tear off the new roof and redo it.
- Insurance gaps. Your home policy may not cover an unpermitted roof.
- Sale problems. Home inspectors flag unpermitted work. Buyers walk.
- Voided coverage. Many makers require a permitted install.
When a permit is NOT required
Some small jobs are exempt:
- Patching a few damaged shingles.
- Cleaning or routine upkeep.
- Gutter repairs in most cities.
Not sure? Call your local building department. It takes five minutes. It is always safer to ask.
